The City of Janesville’s proposed transportation utility could be a tough pill to swallow for low income residents.

Community Action Executive Director Marc Perry says many people are living paycheck to paycheck.

Perry says his non-profit works with families on budgeting and some of them literally don’t have a dollar to spare at the end of the month.

Perry says he understands the need to pay for roads, but some people may not be able to afford the additional cost the transportation utility adds to their property tax bill.
