All the cards are on the table ahead of negotiations for the GM and JATCO properties.

Janesville City Manager Kevin Lahner says the city has received and is analyzing Commercial Development Company’s appraisal of the properties. The next step: negotiations between the sides to try to find a price. Lahner says there are significant differences in the appraisals.

If the sides can’t reach an agreement, Lahner says the council will consider a jurisdictional offer. The city would get the title through condemnation and then a circuit court would decide what the city pays.

Lahner says the city would likely pay for the acquisition through a combination of TIF dollars and grant funding.

In 2018, CDC listed the site for $15.7 million in 2018 before demolition and scrap removal was complete.

Then in 2021, the company then tried to auction the cleared properties. The auctioneer said the top bid at that time was a combined $2.1 million for the GM and JATCO sites. CDC decided not to sell.
