A developer pulls the plug on a proposal for a mix use development that would have included a more than 1 million square foot hydroponic strawberry grown operation in Janesville.

Janesville City Council Member Heather Miller says she thinks Three Leaf Partners was overzealous with the proposal for the property at the northeast corner of Highways 51 and 11.

The summer before last, the Janesville City Council created a new tax incremental financing district to help facilitate the project.

In August Janesville Economic Development Director Jimsi Kuborn said Three Leaf Partners was finalizing infrastructure designs and looking for partners on the project.
