A 7th Circuit Court of Appeals decision will change some of the rules around voting. Rock County Clerk Lisa Tollefson says among the more significant changes affecting the August 11th Partisan primary includes no more ballots being sent by e-mail, except for overseas or military voters. Tollefson says other changes include a new residency requirement of 28 days instead of ten, and in-person absentee voting will only be allowed 14-days prior to an election.
